Default Image safe data not populating properly

I am experiencing imaging problems with two notebooks - a HP COMPAQ
nc8230 and a COMPAQ Evo n620c. zen 7 back end, zen 6.5 front
end. ziswin details state that the "current user does not have rights
to write image safe data". The current user in this case is a power user
on Windows 2000. If I manually clear image safe data via maintenance
mode and let it recreate itself, Windows 2000 boots up once and seems to
populate image safe data properly but on subsequent boots it just blue
screens with an IRQL_NOT_LESS_OR_EQUAL stop error message focusing on
ntoskrnl.exe. This is if PXE boot is set to first boot order. If I move
PXE boot to other than first boot order, Windows 2000 boots up fine. Go
figure! Any help with this issue will be appreciated.
