ZEN 7.1 BootCD with the settings.txt on it?

Is it possible to make a boot cd with the settings.txt on it (instead of
lugging around a floppy disk?)

I have an .ISO image editor, so I'm not sure if I can just plop the file
into it, or where it should go.
