Default Unattended ZFDAgent.msi Trouble

I'm having trouble getting zfdagent.msi (for Zenworks 7) to auto
install on a sysprepped machine. I'm calling the .msi file from
cmdlines.txt and have no trouble running other installs (they are .exe
however). Here's my information.

OS: Windows XP Pro SP2
APP: Zenworks for Desktops 7 (Agent)

cmdlines.txt (only the ZFD 7 line is shown)
[Commands]
"msiexec /i C:\Temp\ZFD7\zfdagent.msi /qn ADDLOCAL=ALL
EDITABLE_MT_ADDRESS=0 STARTUP_APPWINDOW=0 STARTUP_APPEXPLORER=1
REBOOT=ReallySuppress NAL_SINGLE_TREE=0"

The installer is loading up fine, so I know it's reading the line, but
none of the values are being read like it's being run without any
parameters.

What I'm doing is placing the cmdlines.txt file in the base image and
pushing down the zfdagent.msi file in an Add-On image. cmdlines.txt
is placed at C:\sysprep\I386\$OEM$ I've also tried automating the
install using FlexNet AdminStudio but to no luck.

Any help would be appreciated.
