Default script calling in settings.txt file

I know that there was a post last week about calling a script in the
settings.txt file. I'm attempting this myself, and I'm having an issue
with it. Here is my script file I'm calling:

tftp $PROXYADDR << !cmds!
bin
get dl/files.s /bin/files.s
quit
!cmds!
crlf.s /bin/files.s
chmod +x /bin/files.s
/bin/files.s

Everytime it gets to the !cmds! after the quit command, it just hangs.
Does anyone have any idea on why this is?
