TFTP read timeout

I am running into the following error during a PXE boot using Zen 7.0.1 on
OES netware 6.5.6 -
PXE-E35: TFTP read timeout
PXE-E39: TFTP cannot read from connection
PXE-M0F: Exiting Intel Boot agent.

The workstation is getting IP info from the DHCP server, and it is getting
the right proxy IP. I've copied the TFTP folder from a working server to
this one, also tftp.ini and nlm from known good servers, but I keep
running into this same timeout. Also, the server has been restarted
several times with everything coming up ok. It's also happening on any
machine on this subnet. Any help would be much appreciated.
