Workstations not rebooting after imaging

We are running NetWare 6.5sp6 with ZDM7SP1 Interim Release 1 and are having
issues with workstations not rebooting after imaging. Regardless if imaging
is performed manually from the bash prompt or from C1 using a non-scripted
image, they sit at the bash prompt after imaging. It does not matter what
model computer (Dell 260, 280, 745) and I have added "reboot=b" to the
z_auto.cmd and z_maint.cmd with no change. We do a lot of multicasting, so
I cannot script the reboot for the multicast sessions. Any assistance would
be appreciated.
