not all add-ons are sent to ws

ok, we have an image object built with base image and 58 add-ons. We
send out the image and the ws gets only part of the add-ons, the failure
is inconsistent. Different add on fails on different times.
The same add ons are sent to a different ws through a different zen
proxy server and they don't fail, so it's not a matter of the add ons
themselves.
I ran dsrepair on all zen servers, I reloaded zfd on the servers and
even restarted the servers. But the problem persists.
