Printers not being installed thru Workstation Policy

I have a couple of containers where the printers inside the workstation
policies are not being installed. This happens with any workstation
policy created in this container. If I create a workstation policy in a
different conainer and move it into this container then the printers will
install. Anyone run into this before?
