I know this is very old, but I had the same issue. I first deleted C:\WINDOWS\system32\gptmp0, C:\WINDOWS\system32\gptmp000 and C:\WINDOWS\system32\gpInUse but still had the issue, I then deleted C:\WINDOWS\system32\GroupPolicy.WMOriginal and the issue went away.
