NAL stays empty for some users

As a Schooladmin I have some problems I need to solve. For some of our
users the NAL stays empty on several of our computers in our labs. We
have
Apps associated with the users. As an admin(local or even domain)
there is
no problem at all. We've set the Local file system rights on
C:\NalCache
to Everyone Fullcontrol. We've checked the userrights to the registry
keys
and couldn't find anything abnormal. We've also tried to disable
caching,
but that didn't solve our problem in all cases.
Can someone give us a hint to solve our problem?
