Distributing apps from windows share outside a domain

I have a Netware 6.5 network with Zenworks 4.0.1 running on a windows
2003 server running edirectory 8.7.3.

I would like to distribute applications created using snapshot from a
windows share on this server. But at the moment do not have a domain.
The PC's simply work off a workgroup.

Obviously i cant share out the files on the windows share to all users
because i dont have a domian. Is there any way to do this in a workgroup
environment.
