I was searching for a way to do this and more info on how to is in this post: Group Policy ADM file Syncronization ?

You need to edit their group policy and then you right-click on the Administrative Templates and add the .adm file you want. Also you need to go into View -> Filter Options and un-check the one for showing only things that can be fully managed. Then your options will show up.
