Hi!
There is also an other posibillity to disable the send message dialog. You
can easily make this with the workstation policy, there should be a file
nwnt.adm in your console one bin directory. Import this in your Restriced
Policy Workstation object and disable the send message dialog. When you
have set up the workstation manager correctly it works fine. I think this
is the easiest way and you can also disable many other registry settings
via this way.

I was searching for a way to do this and more info on how to is in this post:
Group Policy ADM file Syncronization ?
You need to edit their group policy and then you right-click on the Administrative Templates and add the .adm file you want. Also you need to go into View -> Filter Options and un-check the one for showing only things that can be fully managed. Then your options will show up.
