no, I don't think my explanation was clear, you NEVER search for
policies; you search for where that policy is /associated/ and you
only
*ever* search _upwards_ from your current location, you cannot search

another branch of the tree. So, in your scenario, of you have OU=ZEN,

then users and workstations would only find that search policy
association if they were in subcontainers of ou=zen
