Most closely assigned policies seem to take precedence - ( User, then Group, Then Container)
Assuming you are talking just "Group Policies" then ones assigned to the user will take precedent over Group or Container.
If you want to use groups, be sure to name the group something like "PolicyGroupXXX".
The reason is that is that if a user is a member of two groups that assign a policy, the one processed first depends upon the order in which the user was added to the groups.
Hence, it would not be possible to visually look at a user and know what the results would be.
Generally I only do Container and User, but it used properly and with care, groups could be used as well.
Personally, I would apply the most widely used policy to the container.
Then perhaps the less constraining policy directly to either users or groups.

To clarify:-
The default search order is Object, Group then container - so if a policy is associate to each one. Object will take affect?
Basically I need 3 policies in total, one for all users, one for admins and another for special users (not so locked down). What would you suggest would be best way to associate these (object, group and container)?

No, this should work.
Of course, it is generally recommended to avoid the use of groups because if a user is a member of multiple groups assigned a policy the result may be seemingly random since you can't easily control
the order in which the policies are assigned among the various group associations.

I've been informed that the Zenworks 4 Search Policy differs from the zenworks 3 version.
I wish to associate different Policies to different entities (Object, Group and Container) and determine on the search policy order, wishing for the policies to take preference...
Is there another way around this in Zen 4, or do I simply have a non-working environment?!
