DLU works only for admin-users

Small network, 8 users or so. DLU set up. Only 1 policy (DLU), associated
with the organisation-container (only container). Now it appears that DLU
only works for users who are a trustee of the root-object (with full object-
and property rights, so administrators like admin). For the other users DLU
won work.
Do these users need rights somewhere?
