Remote Control help

I have Zenworks Workstation Browser 4.2
I can Remote to all workstations in the facility just fine. However, some of them require permission while others do not. I went into ConsoleOne and looked at the User and Workstation Package. They each have Remote Control Policy enabled. I went to Properties of the User Package for Remote Control and then went to the Control tab. The only things checked are Enable remote control and Allow locking user's keyboard and mouse.
I went to Properties of Workstation Package for Remote Control and went to Control tab. The same two things are checked as in the User Package. Why would some prompt for permission while others wouldn't? Is it a setting on the local machine? If so, where do I edit this?
