Can't stop client install from rebooting worksation

I'm creating an MSI application object for zesm 3.5. each time the msi app object completes, the workstation reboots. Here are my steps.. Have I missed something?

1. Create Administrative Install to local folder c:\ZesmClient
run C:\CL\setup.exe "/a /V"STRBR=ReallySuppress"

2. Copy policy files, license, cert into program directory

3. Copy ZesmClient folder to P:\

4. Create MSI application object - Point to p:\ZesmClient\ZENworks Security Client.msi

5. Set distribution options in application object for reboot to Never and Don't Prompt
