apps not getting distributed

I am getting the following message regarding distribution of apps:

The files <iBrowse-1.47.cab> were not found at
<\Bsivol1APPSZenAppshandhelds>.

EXPLANATION: The file is specified as part of an application, but it
was not found.
This error will prevent the application from being built or updated.

SUGGESTION: Check to be sure the path exists, and that the Service
User has access to the path.

An application cannot be distributed because there is no application data.

The file and the network path to the file do exist. The service user
exists and has access to the file. Any thoughts on why this may be
happening?
