Cheryl,

First, check what version of Pocket PC is on the device. ZFH 5.1 does
not officially support Pocket PC 2003. Only ZHM 6.5 includes full
support for PPC 2003.

On your first problem, it sounds like the tree rights for the ZFH
service account may not be correct; see
http://www.novell.com/documentation/...7.html#ahvvjzq

The account needs Read, Write, Create, Rename, Compare, and Delete to
any container with ZFH objects and policies. I personally have a ZFH OU
in my tree and have granted the service account full rights to the OU.

On your second problem, your thought on the new object may be correct.
I do not currently use the file/program controls of ZFH, so I can offer
no to you help here.
