enforcing NLD policies

I'm brand new to ZLM so please excuse my ignorance.

Is there a way to enforce machine policies when the machine is
disconnected from the network?

We use NLD9 w/SP3 and ZLM.

A manadatory NLD policy is in effect when they log in but doesn't apply
when they are not connected to the network.
