zlm has no such function integrated but you have several things that might help.
Think about a package that needs 5 hours across the wan link and you have 4 systems there. You can set the general device refresh interval to 24 hours for all of them.
Next assign the bundle to your devices and DO NOT activate install immediately. Then take the first device on the remote site and send it a device refresh. It will recognize the new bundle, download and install it. About 5 hours later you can send the next device the refresh command, it will download and install the bundle .....
Another option is to setup such a refresh interval as a remote execution policy and let that refresh the devices for you.
Another option is to group the remote server / workstations into groups and assign the bundle to those group setting the deploy and install at a scheduled time the way that they do not conflict with each other.
The zlm client also allows mounting a local directory for installation purposes. So maybe distributing the packages to a single device at the remote location and copying it over to the other devices is a way that helps. If you do not want to copy it over you could export the directory via nfs and mount it from the other remote systems for installation. If you want you can configure that as well in a remote execute policy.
I think there a re many ways to do such things.
