I tried to reproduce this now with the last information you gave me, but I was not able to see the same problem. I added a package lock to "wget" where was a update version in a bundle along with other updates. All other updates were applied, except the one where I had the lock on it. The problem might be that I have still zlm 7.2 ir2 hp3 on my system, production was not updated till now.
If you see this one all of your devices, I would open a service request to let Novell work on it.
