zlmmirror keeps downloading the same packages

I have a zlmmirror command that is mirroring the ZLM73-Hot-Patch bundle from update.novell.com for my 3 architectures using the following xml file

The problem I have is that its keeps downloading the same four files everytime it mirrors as detailed below

This keeps happening everytime I run my zlmmirror command but as far as I can see the versions of the files I have in the repository in ZLM are the same as detailed in the download

Can anyone help me resolve this issue
