Automatic proxy configuration not applying in firefox

I have a SUSE Linux Enterprise Desktop Policy that has 2 problems.

1) "Background image file name" works and does apply our default image however it should be full screen but it display centered. When I right click on the desktop and select change desktop background, it immediately switches to full screen. rather annoying when considering mass distribution. Anyone got ideas?

2) Automatic proxy configuration

our proxy settings are set for "Automatic proxy configuration" with the appropriate URL, however after the policy applies, firefox settings remain at "Use system proxy settings". ???

Our issues are not related to policy revision as I have double checked that already. We are using sled11 with zlm73.
