Default Text policy with reg. expr. not working

Hi,

I've created a very simple text policy that looks for /etc/bash.bash_logout. if it does not find it, it creates it containing one line: clear. If it finds it, it searches for the word clear at the beginning of the line, ^clear. If it does not find ^clear, it appends clear to the end of the file.

The first part works, the file is created if it doesn't exist. The second part does not. I have created the file containing one line: # clear. Since it is not at the beginning of the line, the word clear should be appended to the end of the file but it is not. What am I missing or doing wrong?
