Inconsistent vendor lists

Using ZPM Version: 6.4.2.1378
The Patches for vendors are displayed differently depending on how the devices for deployment are selected. If the devices are selected as a result of inventory findings, locally created patches are not available. However if a group of devices is selected, locally created packages are available. Am I missing something - or is there some fault with the system?

I appreciate that ZPM is not designed for the creation of packages, but as the ability to create simple deployments is designed into the product it seems only reasonable to be able to use them.
