Default Unable to locate control applet

I have recently been having a problem with patch management. When I try to click on the ZENWorks Patch Management Agent in Control Panel (as an administrator) I get the error msg "Unable to locate the control panel applet". There seems to be no rhyme or reason as to why there is an error. The patch agent status can be in a waiting to reboot state, normal, offline, etc. It does not matter. So far looking through the log files has turned up nothing.

Version Info for all computers:
Client agent: 6.4.2.405
Detection Agent 6.4.2.405
Patch Management Server: 6.4.2.1549
Control Panel: 6.4.2.405
Notification Manager: 6.4.2.405

The only work around I have so far is to uninstall and reinstall the agent. Does anybody have any suggestions/comments/workaround/etc?
