Default patches to RHEL server fails

Patch management server is at 6.4.2.1549.
Agent on server is at 6.4.2.405.
Agent on RHEL server is at 6.4283. SELinux on RHEL server is disabled. The Red Hat Network Credentials has been configured. RHEL patches to the RHEL server all fail with (from the err.log):

From the deployment results:

I also did some research in Lumension's knowledgebase and found article no. 688 but nothing else on point. I also found a forum post (but this was for AIX) where getting that error message meant that the device was already patched but do not know whether it applies for this RHEL server.
