Scheduled Action not working

Hello,
I have a scheduled action policy assigned to a container with workstations for Win XP. This is a workstation policy to run certain .exe (auto power off app) from C: drive. I associated the policy with the container, created and enabled with schedule, yet the policy does not take place when users are logged or logged out. The exe is not executed. Any suggestions?
