Workstation: WindowsXP SP2

I can distribute registry changes successfully when it's in the
HKEY_LOCAL_MACHINE key but when I try adding an item to the
HKEY_CURRENT_USER key, it does not launch the application. The Application
object gets delivered to the NAL Application Window. If I manually execute
the application object, it does update the registry key with the new item.
So it is not launching the application object to make the registry change
on its own.

Specifically:
HK_Current_userSoftwareMicrosoftInternet ExplorerMain
I'm adding item: (DWORD)----> AllowWindowReuse=0

App object is configured as follows:
ID Tab/Icon/Wait on Force Run selected
Distribution Tab/Registry/Item:Create if does not/Distribute Always
selected
Availability tab/Sys Requirements/Operator: Equal to 5.1.x
Common Tab/File Rights/ to the Apps/Log direcory w/ cr, fs, r, ac, w, m
Association Tab/Association/Force Run & App Launcher
Run Options Tab/Environment/Run Normal/Run 16bit shared/Run as Secure Sys
User

Also tried 'Create Always' for Distribution Tab/Registry/Item:
w/Distribute Al

Sequence I used: increased version number in Distribution Tab/Options:
applied
then I associated the workstation object as described. applied.
Rebooted workstation. Log shows a distribution entry but no launch. I can
successfully launch from the NAL app Window but it won't launch on its own.

Your help will be greatly appreciated.
