Okay - what I want to do is to use a Policy in Messenger so I don't have to
manually add Contact Lists to Users individually.

I then want to lock down the Contact List I push out so it can't be
changed.

But I want users to be able to add/edit/delete their own Contact Lists as
well.

I tried creating a Policy and adding contacts to it's Contact List.

I then associated it to the User object by going into the User properties >
Messenger | General and filling in the Policy: field.

I restart the Messenger client and ... nadda... the Contact List is not
changed.

So I go to the Policy itself (properties > Policy | Used By) and add a name
there.

I restart the Messenger client and ... nadda... the Contact List is not
changed.

So I go to the Contact List of the Policy and press the button to lock it
down.

I restart the Messenger client and ... the contacts I put into the Policy
are there but the user-defined contacts in the Contact List are gone.

I can understand if pushing the lock button locks out the user-defined
contacts, but shouldn't leaving the Contact List UNLOCKED leave BOTH the
Policy Contact List and the user-defined Contact List???

So - HOW do I push out a "global" Contact List based on individual Policy
objects and still allow users to use user-defined contacts as well?
