Recent in-place upgrade from NW6 SP5 to NW6.5 SP3

I open Netware Web Manager and try to log in on one server using admin
account or admin equivalent account and I get the message "User not
authorized" the logger screen shows:

I can get in to iManager and NRM by typing the proper URLs.

I can log into another recently upgraded server in a different container
using the exact same account. (user is in the same container as the server
that I can't get into). Any idea?
