Ok I have a group who will be using the remote manager portal to save,
share files critical to medical research some of the users will need
remote access because they are a part of the research group but not
employees of our university and reside in Washington.

The lead in the research group wants to be able to access all files for
the group but restrict via the remote access portal the other
researchers from seeing certain files that may contain names dates and
diagnoises that they dont need for their portion of the data that will
be collected.

Can I assign rights to 1 user that will make them admin over a group
but prevent them from seeing everything I see as a full network
administrator? The admin type user wants the ability to hide files,
make some them read only and restrict access to directories all
together. By using file level permissions please advise?
