I will start with one problem. Perhaps it will help the other.

2 servers in one tree, running netware 6.0

from console one one each server, I can see both servers, along with a
phantom server.

0_1 or 0_2 is the name, depending on which server. Never existed.

Is it safe to delete these server objects?

Next problem:

When I run dsrepair to check replica status, on the server that does NOT
hold the master, (NHSNEW holds the master,) and has a screwed up
replica, I get:

Other than the phantom server, the master replica seems to be all good.

Suggestions?
