I had a network of mixed servers using the old timesync over IPX.
That is all now gone, and what is left is all NW 6.5sp6, IP only. I
used the IManager utility to change over to NTP with no success. I've
had a bunch of problems that I have worked through one by one to
resolve, and to start, I'm trying to keep it simple. However, I
cannot get servers to ever report as being in sync. I've looked at
the docs, but most seems to reference mixed networks and keeping
timesync for the compatability with older NW. I am probably missing
something simple here, but I'm just not seeing it.

All the servers report at the console that:
Time synchronization is active.
Time is NOT synchronized to the network.

In DSRepair, time synchronization reports that they are all using NTP
as their time source, and NO for time in sync.

Below are my current config files (extra text removed)
The first is for the server (was Single under old setup which is gone)
that will get it's time from the outside, and then the others
