Clustering existing DHCP without prior intallation of NCS

I have an existing Netware 6.5 server running dhcp. I want to cluster this
service. I understand from the online documentation that NCS must be
installed prior to configuring dhcp. Since I do NOT have NCS installed and
already HAVE dhcp running, should I:

    - move DHCP services to, say NT or Unix temporarily, and remove previously
configured subnets and subnet pools from edir to start fresh
    - install NCS on servers intended for the cluster
    - ensure existence of a read/write replica on both clustered servers
    - configure DHCP on one of the servers in the cluster
    - configure a DHCP resource in NCS
    - edit clustering scripts
    - setup fault tollerance modes

I'm confused about the order of operations as I don't have NCS installed,
yet I do have dhcp curently configured and running.

    I would do it differently,

    Install the cluster.
Add R/W replica (not including Zenworks items)
Add a new DHCP server to the tree.
Configure DHCP Resource in the cluster
Move the DHCP ranges to the new clustered DHCP Server.

If the node that hosts the DHCP today is intended to join the cluster,
create a new service else where and then do the same steps.
