Occasionally, the printers that are set up with Pcounter to have their
pages charged to a particular job are "stalling" in the queue. The
ppopup application is running, but does not pop up asking for a job. The
print jobs are listed as "paused" and cannot be restarted or reset.

This affects all users, and the only way to recover from it is to quit
and restart ndpsm and broker.

I'm just wondering if anyone else has seen anything similar or can
give me some advice on what things to examine when it happens again.
