This may be a moot question but here goes. We use DHCP to hand out IP addresses to our student laptops. When a student turns his laptop off at night and then back on the next morning he gets the same IP address back, at least 99% of the time that I know of. How long does an IP address that is not leased back stay until another computer may get it instead of the computer that had it originally? Does this make sense?
