We use the Application Explorer to deliver apps to the desktop of our users,
but there are times when the Application Explorer does not load. We run it
from the login script.

Also, it appears to directly related to patches. A lot of the time, when we
patch, then next time the user reboots, the Application Explorer does not
run, even though the login script has not changed.
