This is more of a best practices question.

Currently, we have 4 facilities and basically have 4 copies of all our
applications under an Applications container at each geographic locatin in
the tree. I was wondering, 'Would it not be better to have one
'Applications' container high in the tree that is partitioned and
contained just one app object for each app and within that app, define a
sites list that points to UNC locations of the files at each of the 4
facilities?' How could we guarantee that a user from Site1 would pull the
files from the Site1 Server? Is this a good rule of thumb, or should we
continue on and let ZSM copy files to the remotes and create the app
objects for us in 4 different containers?
