Vault Rules - Do they work more than once?

I have been trying to get a Vault Rule to repeat, or run again, without much
success.
This rule is applied to a single user named SHARED. That is also the name of
the Home Directory LAB1/VOL1:SHARED.
NSM is running on LAB2/SYS:FACTORY. LAB2 is the Master of [ROOT].
I do not believe I am missing any steps.

I have tried a variety of combinations of Backfill steps including the
original ones that did work.
Backfill / Consistency
Backfill / Full
Backfill / Vault

Shouldn't the Rule repeat and delete the files, with the same name or new
names, again?
Am I missing something?

Here are the Rules I started with.
Vault Rule 1 = *.pdf Created > 4 days ago = VAULT
Vault Rule 2 = puz*.exe DELETE

The first time through (following the steps in the online video) it works
fine.

I repopulated the Directory with <Puz-sedun-001-pow.exe> thru
<Puz-sedun-018-pow.exe> which were copied from a local drive.

Ran Backfill / Vault again.
It finds the files but takes no action on them with the same Rule that just
worked.

Adding something new to the Policy does work. Ie; bad*.exe (these were
completely different files in the same directory, not

renamed or copied)
Vault Rule 3 = bad*.exe DELETE

Copying the files to a new location, renaming them and adding a rule doesn't
work.
