We use nalwin32 as the shell for our student users. NAL is set as shell
at login and opens maximized. The problem is that when A user launches
one of the apps in their shell then minimizes it to get back to the
shell and perhaps launch a second app, they complain about having to
minimize the NAL in order to access the active apps.
P.S. we disable their ability to use Windows hot keys so they are not
able to switch between apps using Windows key+Tab

any ideas on how we can make them happy?
