After enabling soap through ConsoleOne on our production platform
everything appeared to be working fine, until the POA was restarted
the following morning, it didn't. Failed with the error above. Of
course disabling soap in consoleone didn't fix it, we had to disable
soap in the POA startup config file. The POA loaded properly.

What caused the error in the first place? Soap uses 7191.
We do a redirection of port 80 to 443.
