Why does Novell count products differently for licensing when the EULA's
are the same for those products?

For example:

OES, Access Manager, and GroupWise all have the same definition of
"user" in the EULA.

However, Novell counts them all differently for licensing.

OES is any user object in the tree with a last login time of the past 60
days.

Access Manager is EVERY single user object in the tree (regardless of
whether the account is disabled or has never logged in, etc.)

GroupWise is every "mailbox" regardless of whether the account is
disabled or not. (Even MS Exchange only counts a user, not every
mailbox).
