We have users who frequently download junk from their web enabled
email accounts (hotmail, netscape...) We have setup access rules which deny
exe's, mp3's and the like. Unfortunately for us people are figuring
out ways to bypass these rules.

Is there any way possible to have a splash screen that comes up
whenever a user tries to download a "blocked" file type, where they must choose
"I Agree" or something like that to get through. Our firm could then put
some verbage about reminding/informing/reinforcing all users that they
understand that the computer system usage is for business purposes and
will be dictated by approved computer resources (hardware/software),
only.

It would be nice if we could have some intercept when they tried to =download something from the public internet, warning them of issues
and firm policy.
