Bundles set to launch on User Login do not always launch

Still exists in 10.1.3?

I have users that sometimes disable Zen, and I want to locate these users.

I have the AD logon script creating a file on the LAN, which works fine.

I have a Zen bundle set to run always/install/user logon to delete this file. This bundle also writes an entry to the c:\ somewhere where the users have rights.

This bundle doesn't run. Yes, it is enabled. I did have it disabled for a while. I've done a ZAC REF and the bundle shows in the GUI. It shows current. But it doesn't delete the file from the share nor does it write a log locally. It's like it's not even trying to run.
