I've heard of people being cited for driving while intoxicated if they're in a parking space, in the driver's seat, with the key in the ignition, even if the engine is off.

On the other hand, you can't sit in a non-parking space in a parking lot (like in front of the store waiting for your family) without getting a ticket unless the engine is running and you're in the driver's seat.

It seems to me that if you're going to be "driving" with just the key in the ignition, then you're not "parked" if you're in the parking lot with the key in the ignition.

It seems like a terrible double standard.
