I have a Bordermanager 3.7 server that I have inherited. We were not using
outbound access control through proxy, but we are now.

The server is configured in INETCFG with routing disabled. Is this proper?
The server only has 1 NIC in it, because I am using it in an out-of-line
fashion.

Users who arent on a specific IP or group are getting denied access, which
is what I want. However, they do not see the 403 forbidden page. Their
browser just "spins" for a long time and then they get a page cannot be
displayed. I would like to prompt them immediately if their request is
denied.

Is routing on my BM box being disabled ok? It works, but it just seems
"unnatural" I guess. Also, any help on the page would be appreciated.
