Is the 'Copy File(s)' or 'Install File(s)' action designed to work with in
use files? I have tried both for updating the sqlite3.dll on my
workstations. After trying both of the actions it says it succeeded but
after a reboot the old DLL is still there. I would think if the actions
can't handle in use files I would get a error not a succeeded. Nothing I
could find in the documentation that touches this subject.

I know I can use the PendingFileRenameOperations registry entry to get
around this. Microsoft also has the Inuse.exe program for this too. How do
other people handle replacing a in use file?
