    In many (possibly most?) countries thay are not. Where GSM is used
    people can buy pretty much any phone off the shelf and drop in the SIM
    card. Even where the carrier's phones are locked this usually means
    many more hardware choices because of the competition.

    Nope. Just like music players shouldn't be tied to music services...but then
    again, you're probably seeing a trend here...
